HELLO MR. FELTS! YOUR FRIENDS ON THE BOARD CENSURED YOU WITHOUT DUE PROCESS OF LAW?









What about it, Mr. Felts? You got no chance
to say on your own behalf..guilty or not guilty?
Yes, you avoided any & all kinds of investi-
gation, but your friends just assumed you
were GUILTY and passed a motion to
CENSURE YOU! For what? For your partial
apology to the volunteer fire dept? Can't be
based on an investigation? There wasn't one?

And a surprise?, Lady Beth-Weavers-Lothers
(self-appointed Chaplain of the board) quoted
many Bible verses to justify this action and to
encourage you to apologize prior to any kind of
customary outside attorney investigations. She
also revealed her agonies in prayer over how she
should vote?

We have it on very good authority that when
an alderman mixes religion with politics some-
one always loses their head and/or their run for
elected office. Voters do not like it and they
have proven over and over they will not vote for
Lady Beth-Weavers-Lothers for mixing politics
with religion.

Customary and legal procedure protects your
rights and entitles you to a fair and honest
investigation. Before you can be CENSURED.
Of course, if you and your friends decided prior
to hearing that you would have to accept a cen-
sure to avoid a proper investigation THEN SO
BE IT? During the hearing you sat silent refus-
ing to apologize so it appears this was the
agreed upon "strategy" to avoid any and all
kinds of outside attorney investigation.

Your agreed upon strategy prior to the hearing
certainly must have eased Alderman Alexander's
fears about Nolensville's dirty laundry appearing
in the newspaper for all to read. Also interim
mayor Dugger's awful fears about spending too
much money on outside attorney representation.

Its a WIN-WIN situation you, Mr. Felt's,
walk away as though nothing happened with a
tender slap on your wrist. Of course, you
apparently knowing in advance how all of this
would turn out must have been pleased with
the result. But don't be mislead about how
people in the audience felt...disgusted, dis-
appointed in you and most of the other mem-
bers of the board.
If indeed, this entire hearing was a pre-plann-
ed performance to protect you and the board
from an outside attorney investigation...the
truth will OUT!

Until that happens most of the voters in the
audience made up their minds about the
coming election and who to vote for. It will
be a sweeping house cleaning to stop this
kind of outrageous, small town, politics.
People are just not STUCK ON STUPID!

Oh Me,Oh My! Mr. Felts You've Gone and Done it to Yourself Again! This Time...Big Time!





















BIG OPPS? You printed two long letters to the
Editor of Nolensville Dispatch 9/22, but failed
to include your APOLOGY "making a statement
that wasn't TRUE about local Volunteer Fire
Fighters giving money to an individual ( fellow
alderman). Yes, you bet our Fire Chief Presley
Hughes told you this was an outrageous LIE!
What about it Mr. Felts? How come this didn't
make it to press time in our local newspaper?
Just another "oversite?" Or convenient lapse
of memory. Nothing important? How does this
"square" with your preamble to the Code of
Ethics? How come your apology didn't include

your fellow alderman, Mr. Joe Curtsinger. Don't
you think you OWE HIM A VERY BIG AND
LONG APOLOGY? How about it Mr. Felts?
Are you not the alderman that delights in lectur-
ing and "sermonizing" everyone in the audience
about your high morals and our smarmy, low
life behavior? You ask "who do you want work-
ing for you?" Well we have asked ourselves
questions about the future of our town and
guess what? It doesn't include you as a future
alderman. No way! When you continue to print
slanderous statements about a fellow alderman
that you have absolutely no business asking--
guess what local voters will do? They will over-
whelmingly not vote for you who continues to
trample on the Code of Ethics and has proven
over and over you will continue to attack a
fellow alderman no matter what?

Mr. Felts in your 9/11/06 post on a local bull-
etin board @4 P.M. you ramble on and on
using over 20 or more "I', me, and my terms
which reveal your issues are not about us, but
it's all about YOU!
In a later partial apology
post @ 5:41 PM you continue to use 10 or more
"I's" that reveal a pathetic narcissistic be-
havior that is a very serious condition that
probably prevents you from making a com-
plete and honest apology for all of the many
false questions and statements about a fellow
alderman? How would you like to answer the
same questions and statements yourself?
What about your "preamble" to the Code of
Ethics? Your guilty behavior"shreds" it to a
thousand pieces.

So, Mr. Alderman Felts...your days are
"numbered" less than 45 days to be
exact. You say "you did not intend to offend
anyone with the Volunteer Fire Dept and that
you stand ready to be corrected and (you)
apologize for makng this statment."All good
and well, but you forgot to APOLOGIZE to
Alderman Joe Curtsinger for this statement
plus all the other many statements you had
printed in the local newspaper. What about
it, Mr. Felts? You can't have it both ways!
No Way! Either you APOLOGIZE COM-
PLETELY for all of the slanderous state-
ments or your 10% APOLOGY IS WORTH-
LESS. It's time Mr. Felts for you to com-
pare your very own behavior to your own
Code of Ethics Preamble and see just how
far you fall short! Wanna come clean and
start leveling with local voters? If you re-
fuse to do so..the blog's very own "Carnac"
and his crystal ball predict just maybe
unknown authorities will begin to slowly
pull back the curtain and expose your
violations of our new Code of Ethics.
Good luck, Mr. Felts, the crystal ball is
in your hands. You can keep "dribbling"
around and sermonize us all you want,
but this may be the very end of your
moralizing? A majority of voters dearly
hope so! BTW...it was difficult to get a
close-up shot of your Eagle (above). Most
of the time your Eagle sits with his wings
folded up over his face very much asham-
ed of Eagle 1016. Maybe its time to change
your email address to something more
appropriate. Blog readers send in your
suggestions. We'll publish all of them.

SUZI TANT'S headsup on the latest media
frenzy going on out here. After Channel 4's
Tuesday story, they ran a follow up on Wed-
nesday that the flags were down due to a
threaten $350 daily fine. They are going to
run an additional follow up on Thursday
night and are coming out on Friday to do
another story. Thursday A.M. I was on the
Miller in the Morning show on WWTN
99.7 talk show and the response was
so overwhelming that they have requested
that I come on again on Friday morning.
Saturday A.M., I will be on Steve Gill's state-
wide radio show. WKRN (Channel 2) and
WTVF (Channel 5) are both interested in
doing stories as well. I had a staff sargeant
from Fort Campbell drive down on Thursday
to tell me thank you. How humbling that is to
have someone that just came back from 4
years in Iraq, putting his life on the line for
my freedom, telling ME thank you. No,
Thank you for your sacrifice. They are the
reason I'm flying the flags. We are a country
at war and it's time city hall recognizes that!

NOLENSVILLE, Tenn. -- As shoppers know,
there's nothing like getting something at a vol-
ume discount, but there are ethics questions
about whether some local leaders could have
benefited from a volume deal for a city's bank-
ing business.
People's State Bank of Commerce opened a
new headquarters in Nolensville this year and
they wanted to do business with the city.
"I talked with the mayor and the recorder and
they said make me a proposal,” said bank CEO
Rick Moody.
Moody wrote a letter promising the city a very
good interest rate if they deposited at least
$150,000. There were also perks for city em-
ployees like free checking and savings accounts,
Christmas club accounts and discounted loan
rates for qualified employees.
"The part of the proposal for employees is
straightforward, the same you would make to
employees of any business,” Moody said.
There was just one problem for the city of
Nolensville -- the mayor and aldermen voting
on those perks are also employees and stood to
benefit from their own votes.
"I wasn't aware of that letter or any offers they
had never been discussed,” Alderman Joe Curt-
singer said.
Curtsinger and several other aldermen said
they never saw the letter and had no idea em-
ployees were offered special deals.
Curtsinger voted against the proposal and
believes accepting the deal is a violation of the
city's brand new code of ethics they adopted the
same night as the banking vote.
"Whether that's money handed to you, whether
it's a discounted loan, free ATM card, any perks
like that, I think we as elected officials have to
be large enough to say no,” Curtsinger said.
Nolensville Mayor Tommy Dugger said he
sponsored the bank's proposal strictly to help
the city's fund balance.
"The only reason was the interest rate on the
checking account to get more interest to look
out for the funds for the town,” Dugger said.
Dugger said he lost the bank's letter and takes
responsibility for not letting other aldermen
know what was in the proposal and he said he
understands how that oversight looks.
"It may look that way (like a conflict of interest)
but it was not meant to be that way. We will
certainly address those issues and correct them
on the second reading,” Dugger said.
In a state where lawmakers are going to prison
for bribery, politicians in the smallest of towns
are learning what it means to do business under
new ethics laws.
Dennis Huffer with the Municipal Technical
Advisory Service, a group that advises local
governments, said cities are expected to pass
code of ethics measures specifically to avoid
these kinds of situations.

NEWS UPDATE! Interim mayor Dugger is
back at Peoples Bank asking for another deal
without what he calls the "fluff" that is, the
FREE Stuff like free checking, ATMs etc,
debit cards and discounted loans? Of course
everyone wants to know if the first deal
was SO BAD why is he going back for another
DEAL?

At the next 10/5 board meeting look for another
banking deal sponsored by interim mayor, but
be sure to ask HOW CAN WE BE CONVINCED
THAT ALL THE DETAILS WILL BE SHARED
WITH ENTIRE BOARD AND AUDIENCE?

Every now and Then we Pull Back the Curtain to See What's Really Going on? Who is not being very nice?

an election year trashing and name-calling
even threats do creep in and destroy the
writers credibilty. The blog is reluctant to

voting against the Fire Department?From what
I have heard, Lynda Moses is now going around
town telling people not to donate to the Fire
Department because they will Help Curtsinger
out.How self-centered is that.Once again, putt-
ing feelings before safety.We might not all agree
on politics, but for the safety of our town and the
people living here, please Lynda keep your per-

once you act out in the public arena, people,
see that. Both statements are true and you
can't erase them. Please don't get mad or
revenge at someone for you're own actions.
OWN IT! I am also a Christian and know
what the living Lord would like. No point-
ing fingers, but owning up and making
changes in our own actions from here on
out. We can't go on making excuses up for
the actions of others. It's real hard to admit
when people you know well make mistakes.
But when you cover up for them it only makes
things worse. It would be like our kids getting
in trouble and us being parents making up
excuses for them. It doesn't help the kids,
and sets a bad example to the people that
are being hurt by the kids. It also shows we
as parents are doing a bad job by no repri-
mand in our kids so they may understand the
consequences of their actions. We need to
treat the town people the same way. By doing
so, we will get the same results. Please consider
the ABC's of discipline as they will only help
all involved. (Hello, Lynda, excellent
advice for you and your fellow bulletin board
commenters. Stop attacking each other
and newcomers. Even better drop all the
commenting and just list events on the
bulletin board. Most local residents will
thank you for it.)

last board meeting. You can't have it both
ways? Since you are unable to stick one

the facts from eye witnesses and certainly
not from the stories you put on the Christian
Bulletin Board. This is why your credibility
is gone when you abuse the free speech
rights that we all cherish.

Blog readers know that no one is required to
visit this site. They also know if they cannot
do so without poisoning the atmosphere for
everyone else, they can drop this blog from
their daily reading. But mean spiritedness,
name calling and gratuitous nastiness are
out of line,
and far to common on the so-
called Christian Bulletin Board. Besides
that they're an abuse of the free speech
rights that we all cherish.

Now the best news is that we average 350
to 450 loyal readers everyday. Nothing is
required...no registration...no forms to
fill out...no personal info required.
Seems
our loyal readers like things the way they
are...they keep comng back and back.
Yes, even our light hearted humor we're
told is appreciated especially when
politics can be so dull...dead and boring.

Nolensville Ethics Bill Tested in Today's 9/17 Paper, But Still D.O.A. No Change, Business AS USUAL?

Nolensville ethics bill already tested Mayor
says pursuit of bank perks is not a conflict
of interest (Ethics Bill 10 days old and still
D.O.A. at Mayor's Office? Sorry interim
mayor IT IS A CONFLICT OF INTEREST
when you don't tell the board about it...and
WHY are you back at the bank asking for a
better deal if the first one was so BAD?)

Nolensville — Mayor Tommy Dugger said a
recent ethics complaint against him regard-
ing Peoples State Bank of Commerce is po-
litically motivated,
and he was only acting
in the best interest of the town. (OK blame
it on politics but that changes nothing about
your behavior behind the backs of the board.
What ever happened to "full & open disclo-
sure?"with your own board interim mayor?
You asked for a proposal from Peoples Bank
in May 2006 (not telling board aboout it) and
on June 7/2006 you received a letter from
bank offering rates, terms and no charge
features for employees. Again, you told your
own board nothing about it. Now everybody
in town knows this violates the new Code of
Ethics,
but they also know NO COMPLAINT
will be filed against you. Why? Because the
chief enforcer of the Code our town attorney
will protect you and say there is nothing in
the Code that covers your outrageous behavior.
The Code is D.O.A. so R.I.P. 10-days old code!)

The complaint stems from the town's (interim
mayor's)push to invest some money into PSBC,
which recently moved its headquarters to
Nolensville. The bank (responded to interim
mayor's REQUEST and) sent Dugger a letter
offering a higher interest rate plus free check-
ing and savings accounts for city employees.
(also low discounted loans to certain "qualified
employees--not everybody?).

But he (interim mayor) and Town Recorder
Cindy Lancaster focused on the return the
town would get on its investment and not the
benefits he and the other aldermen would
receive. (Misdirection at its finest...look over
here...while I rob you blind over here! You
know why interim mayor "focused" on the
supposed return...he didn't want anyone to
know about the other terms of this SWEET-
HEART deal?)

"Cindy and I didn't pay any attention to what
I call fluff," he said. ( By now we are sure you
want to SCREAM OUTLOUD.."what I call
fluff?"..no charge loans, discounts, free this &
that just fluff? Do you still want to vote to put
this guy back in office as an alderman? No way
you say!) "We were just trying to get something
for(ourselves and) a higher interest rate for the
town." (Mr. interim mayor ask First Tennessee
we are sure they will match any offers!)

The town's Board of Mayor and Aldermen
approved the first reading of an ordinance
last week to accept PSBC as a depository,
though they didn't know about the benefits
offered by the bank. (Another outrageous
violation of the Code, but no never mind filing
a complaint it isn't covered in the Code? Is this
not the sweetest scam you ever read about?)
(Old history but back on 7/6 they passed in
error a resolution sponsored by the mayor to
appoint himself & town recorder as the SOLE
authorities to handle & invest town's funds?
Of course the mayor voted for himself! Three
more violations of the Code still yet to be
rescinded..but don't hold your breath)

Dugger said that will change when it comes
up for second reading. "We'll have a new
proposal from the bank," he said, that will
not include the free banking accounts and
other incentives. (OH BOY...HERE WE GO
AGAIN...back meeting with the bank with-
out telling the board. Scaming up a NEW
DEAL..WHY? What was so wrong with the
old deal that nobody knew about?? How
come you have to change it interim mayor?
OK we'll pause to let you SCREAM again!
It just won't quit it keeps getting more slime-
eee with more and more Code violations!)

The town recently adopted a code of ethics,
and Alderman Joe Curtsinger said failing to
disclose this information violates that code.
"The incident in question appears to have
some problems with conflicts of interest in
our code of ethics, including disclosure of
information and the financial interests,"
he said. (Curtsinger is absolutely RIGHT!)

Dugger said Curtsinger's complaints are
politically motivated since Curtsinger is
running for mayor. Dugger is running for
alderman. (Surprise..that's awful coming
from our lily-white clean interim mayor!)

"It was definitely, in my opinion, politically
motivated," he said. "We have an ethics bill.
If (Curtsinger) wanted to file an ethics com-
plaint, he could file one." (Hello, interim
mayor...Curtsinger is not STUCK ON STUPID
he knows any complaint he files will end up in
the "round file" because the code enforcer
won't be able to find any violation in the Code!)
Curtsinger said he doesn't plan to file a com-
plaint, but he does think the situation should
be looked into. "The code clearly allows the
ethics compliance officer, which is Mr. (Bob)
Notestine, to ask for an outside investigation
in this matter or investigate it himself." ( Right
on...but don't hold your breath for any action
the good ole' boys club has already ruled on it)

Notestine is the town attorney who helped
draft the ordinance, and he said didn't think
the deal offered any special perks. He said
most banks new to a town offer preferred
accounts to all residents (Opps! only to town
employees!)to get business, so he didn't see
it as special treatment. (Special treatment
means only for town hall employees? That's
a Perk! What about the interim mayor's
failure to inform the board about what
he's doing & who he is making deals with?)

Notestine also said if the town passes the
ordinance on second reading to make PSBC
a depository, it will only invest some (who
decides how much? Only the mayor?)local
funds in that bank. First Tennessee Bank
will remain the town's primary depository.
(Second reading is loaded with even more
violations...(1) interim mayor sponsors the
ordinance. (2) he votes on it with 7/6 reso-
lution #6-16 still hanging in the wind not
rescinded appointing himself a authority
for funds and voting for himself? (3) not
informing the board about anything? They
only find out by reading the newspaper.
No approvals whatsoever...unlimited
arrogance...thumbs his nose and moves
on doing whatever he wants to do?)
Please don't tell me you intend to vote for
Dugger to come back as an Alderman. He
does only what is good for him...........SO
why vote for him.? Please send him home!

Nolensville Interim Mayor's "Sweetheart" Bank Deal Raises Serious Money Management Questions???

NOLENSVILLE — Hoyt Bedingfield, a former
director of finance for the city of Birmingham,
Ala., went to the Nolensville Board of Mayor
and Aldermen meeting Sept. 7 with a question
about the town's checkbook. He thought it was
strange that local elected officials have direct
control over the finances, which is not how he
saw things done in Alabama.
And since he's
been a Nolensville resident and taxpayer for
the past six months, he decided to address the
board about his concerns."I would suggest that
the mayor and aldermen have better things to
do than possibly be in the day-to-day administ-
ration," he said. "Delegate that to a qualified
person that you have on staff." (How very right
he is! Qualified, got it? Not interim realtor/
mayor and town recorder/secretary? And you
don't vote for yourself...Mr. Interim Mayor!)

The town, which has invested its money in First
Tennessee Bank for about 10 years, is in the
process of also opening an account with Peoples
State Bank ofCommerce. This move is what
sparked Bedingfield's interest.The bank is seek-
ing a partnership with the town since it recently
moved its headquarters into Nolensville.
"We would like to do business with the city,"
said Rick Moody, president and CEO of PSBC.
"We're really well capitalized to provide the
collateral needed to accept the city's funds."
(But they arenot a member of the State's Co-
llateral Funds Pool (low risk/hi-return)
so
some don't recommend town deposit their
funds with them. Even though the bank offer-
ed generous interest rates and special offers
for only town employees. Call it an incentive
package but interim mayor did not share the
6/7 bank letter with his board members.
See 9/13 previous post for details).
The ordinance still needs to be passed on
second reading by the town's board, but it
would not end Nolensville's relationship with
First Tennessee Bank. (Which as of 1996 is
the town's official depository of town funds
for 10 years and doing an excellent job. So
why add another bank?)

"This ordinance, if passed, would authorize
another depository," Attorney Bob Note-
stine said. "It doesn't delete First Tennessee
as a (the)primary depository, but it does add
Peoples State Bank as a depository." (The
interim mayor had no comment on why the
town needs another depository? Sweetheart
deals never entered my mind...no sorrrreeee!)

But Bedingfield thought someone other than
the board should be handling this matter.
He said elected officials have a duty to "pro-
perly manage taxpayer assets," and someone
such as a city manager should be in charge of
those decisions. (Nolensville desparately needs
an experienced professional city manager like
Franklin and Brentwood.)
The town doesn't have a manager, but Mayor
Dugger said Nolensville does have someone
who oversees the finances. "Cindy (Lancaster)
is our town recorder. She's in charge," he said.
(Not so fast interim mayor in 7/6 you voted for
yourself & the town recorder to be authorized
to handle the town's investment funds by resol-
ution #6-16. Two serious mistakes: Can't be
done by resolution and you can't vote for your-
self?)
Alderman Joe Curtsinger agreed with Beding-
field that the town's elected officials shouldn't
have so much control over its finances. (Most
financial experts agree the mayor and/or a
secretary should definitely not be the SOLE
controllers of the town's funds.)
"I think we should look at the formation of
an investment committee or something,"
he said. "Especially when we're talking about
investing funds." (A suggestion that the inter-
im mayor said.."he absolutely disagrees with!)

Curtsinger suggested they rework the ordinance,
but the rest of the board voted in favor of it on
first reading.
(Without rescinding the 7/6 #6-16
resolution which could make #6-20 NULL &
VOID.) If it passes on second reading this fall,
Nolensville will invest some town funds in PSBC.
(This will not happen unless the interim mayor
corrects the many mistakes he has made on this
matter since July 2006. BTW the audience of
citizens will probably demand his correcting the
many errors.)

Channel 4 I-Team is closely watching just how
the interim mayor cleans up his performance
and this entire banking mess!

Thank you for asking Peoples State Bank of
Commerce to make a proposal to the Town
of Nolensville for a portion of the Town's
deposits. Our proposal is for both the town
and its employees. The following outlines
our proposal: Town of Nolensville
*Checking and Savings Accounts will be offer-
ed with no service charges. The rates paid on
the savings account will be based on the Local
Government Investment Pool (LGIP) and will
vary depending upon whether or not the town
maintains checking accounts at our bank. If
the town maintains checking accounts which
average $150,000, the bank will pay the LGIP
+ 15 basis points with the rate to change month
ly. The average LGIP for May was 4.78%. If no
checking accounts are maintained the rate will
be the LGIP + 10 basis points.
*Free Internet Banking *Accept all payments
for the town's customers at the local office of
Peoples Bank. *Health Savings Accounts.
*We have arranged with the City of Franklin
Finance Director for the town of Nolensville
to participate in roundtable discussions among
the finance directors of other towns in William-

charges and first order of checks free.
*Christmas Club Savings Accounts will be offer-

Remember this letter is dated 6/7/06 so the
interim Mayor has had it in his possession for
months and didn't share it with alderman.
Certain alderman may have know about it, but
won't admit it at this point. In the 7/6/06 board
meeting everyone wondered WHY the resolution
sponsored by the Mayor had to be pushed thru
and voted on so FAST?
Resolution #6-16 was
passed by Dugger, Alexander, Felts and Lothers.
Although it was a mistake to use a resolution
(should have been an ordinance) it authorized
ONLY the Mayor and town recorder to deposit
town's investment funds in Peoples State Bank.
The Blog predicted a kind of uneasy funny stuff
going on and NOW WE KNOW WHAT IT IS!!!

In August 10th board meeting interim Mayor
and town attorney told the board that Tennessee
Municipal Attorney's Assoc. said they should
use a resolution. Blog staff contacted TMAS the
next day and the director told us using a resolu-
tion was WRONG it had to be an Ordinance
requiring two readings. The interim mayor used
a resolution because it was FASTER and once
passed it became law. No matter passing the
resolution #6-16 was wrong and it have should
been rescinded in August or for sure in Sept.
meeting. But nothing has been done about it.

In Sept. 9/7 board meeting interim mayor and
town attorney brushed aside the question about
rescinding #6-16...and informed everyone that
the authorization of interim mayor Dugger and
town recorder as the ONLY two authorized to
determine where town's investment funds would
be deposited STILL STANDS! NOT TRUE! Then
in 9/7 meeting a new #6-20 ordinance sponsored
by interim mayor Dugger and voted on by Dugger
(both wrong) passed as naming Peoples State
Bank as depository for town's funds.Even though
in 1996 an Ordinance was passed naming First
Tennessee as the only official depostory for town's
funds?

BY NOW READERS you can see where this is
going! The arrogance of this entire effort by in
terim mayor Dugger is mind-blogging...He
repeatedly votes for himself and sponsors the
motion both totally wrong? So what! He quickly
beats down any challenges! Suggestion was made
to organize a finance committee to determine
where town's funds should be deposited like
Tennessee Collateral Pool. Interim mayor be-
came angry and said "he totally disagreed with
this suggestion!"

Now after you read this letter/offer from Peoples
State Bank you know why the interim mayor
refused to show it to the board. The deal was so
sweet and so good one can only imagine if the
interim mayor deposited instead of $150,000
how about one MILLION..NO TELLING what
direct and in-direct benefits might suddenly
appear! Absolute magic folks!
No doubt you
personally would like to enjoy those kinds of
low-cost loans and no charge bank accounts...
sorry you have to be a town employee of our
interim mayor.

Tonites Channel 4 TV interview with Dagny
Stuart has the interim mayor saying "well it
may look like a violation of the Code of Ethics
and it may appear to be that way...but some-
times small things (how about massive)
like
that slip up on you...he says he was only trying
to get a higher interest rate for town account."
As Dagny Stuart said.."the town first passed a
new code of ethics and then the interim mayor
sponsored and voted for and it passed #6-20
Ordinance (first reading) to name Peoples State
Bank a depository for town funds."

Let's face it people of Nolensville this...........
SCREAMS as a violation of the new Code of
Ethics by interim mayor Dugger.
How many
violations can you count? First, mayor spon-
sors a resolution and votes for himself. Then
he does it again in Sept.Then ignores re-
quirement to rescind 7/6 resolution. And
all the while he hides the 6/7 Peoples State
Bank Letter. (Now he says he lost it? You
heard that before like Sorry, Mom the dog
ate my homework?)

Remember this the interim mayor asked the
Peoples State Bank for a proposal on what rates
and terms they could offer if the town deposited
funds in their bank. QUESTION??? How many
of you readers think the First Tennessee Bank
wouldn't offer matching rates & terms if ASKED?

CONCLUSION IS CLEAR! Nobody will vote
for our interim mayor to become an alder-
man on November 7th. The blog predicts
State Ethics Investigators will be in town in
one week! BTW..since aldeman Felts has
violated his own Code of Ethics(documented
previously) and vice-mayor Alexander, too
has violated the new Code of Ethics it leaves
Mrs. Beth-Weavers Lothers formerly against
high-density PUDs and now despite her own
2004 town survey that showed 83% of resi-
dents are against PUDs she is now support-
ing some kind of new PUD and trying to
run for Mayor?

GOOD NEWS! There is one man left who 24/7
has stood for doing the very best thing for town
residents. Despite being out-voted and maligned
over and over he still faithfully defends doing the
right thing. He is running for Mayor and he
deserves your vote...Dr. Curtsinger truly appre-
ciates your vote.

PREAMBLE for the CODE OF ETHICS PROUDLY WRITTEN BY ALDERMAN FELTS

Dear Mr. Alderman Felts this is an
OPEN LETTER to you and certain
board members about "your" pre-
amble to the recently approved
Nolensville Code of Ethics from a
Majority of Local Citizens. (almost
500 people read the blog on Mon.
9/11, 12 PM. so don't even think
about not believing these sincere
comments from your neighbors.)


SECTION 1. Preamble. The citizens of Nolens-
ville are entitled to have fair, ethical & account-
able local government that has earned the pub-
lic's full confidence for integrity. (Mr. Felts you
& certain board members have failed miserably
to give us fair,ethical & accountable gov. that
has earned full confidence for integrity!)

Furthermore, the effective functioning of demo-
cratic government requires that public officials
comply with both the letter and spirit of the laws
and policies affecting the operations of govern-
ment; (Mr. Felts since you wrote this why
have you & certain board members not com-
plied with the letter & spirit of the laws of our
government?); public officials be independent,
impartial and fair in their judgment and actions;
(Mr.Felts all good words but very empty when
compared to you & certain board members)
;public office be used for the public good, not for
personal gain;(Mr. Felts you & certain board
members obviously missed reading this part?
Assassinating the character of fellow board
members and allowing realtor board members
(like the mayor) to sponsor client/realtors ord-
inances before the board and then collecting
agent fees from the same realtors?)

;fellow and public deliberations and processes
be conducted openly,unless legally confidential,
in an atmosphere of respect and civility.
( Mr. Felts too many closed meetings have occur-
ed to even list them...nothing open about them..
no respect or civility to board members left out
of these meetings?)

;To this end, the Town of Nolensville Board of
Mayor and Aldermen adopts this Code of Ethics
for the Town of Nolensville to assure public con-
fidence in the integrity of local government and
its effective and fair operation. (Mr. Felts as of
last thurs. 9/7 board meeting local citizens have
spoken out loud and clear that there are no
assurances of public confidence in the integrity
of our local government and its uneffective and
unfair operation!)

Mr. Alderman Felts, as you know, you and
fellow board members have two board meet-
ings left before the 11/7 election. The out-
spoken and the silent majority in Nolensville
have already confirmed what is common
knowlege on the streets of our town...that is
...do not vote for Dugger or Felts for alder-
man positions. Over 70% of blog readers
say they won't vote for you or Dugger.

And after last thursday's 9/7 board
meeting performance by "stonewalling"
interim mayor Dugger, Alexander,Lothers,
Notestine and you Mr. Felts we can only
agree with Mrs. Lother's opinion of...........
"how ashamed she was of the entire board!"

As for Alexander the Pudmeister & Puppet-
Master of the Lothers mayoral campaign
plus
deep-down hater of selected fellow board mem-
bers & the American Flag and Pledge of Alleg-
ience what else is there to say?
Only one plea--
please resign...please...please...please!

Finally, Mr. Felts, it is over! It is too late for
you and the interim mayor to reclaim you
non-existant standing in this community for
fair and balanced representation. Instead of
the interim mayor and you APOLOGIZING
for your miserable behaviors why not both of
you take the next unselfish & repectable step
RESIGN before you embrass yourselves even
further and your families. A majority of local
citizens and voters are counting on you both
to do the "right thing."


***TIP for Mr. Felts & Mr. Dugger...Freedom
is a two-way street. You cannot expect voters
to accept your opinions and strategies as the
only way to do things..period! Stonewalling &
delays like "kicking the can down the street"
won't work anymore. If your apologies are not
accepted live with it. Your way is not the only
way. If your opinions and policies are not
accepted then you have to live with the conseq-
uences. Getting fired and resigning under pre-
ssure happen every day. It goes with the political
territory. Losing your "cool" won't save you in
the next two board meetings.

HELLO? ALDERMAN FELTS! TOWN VOTERS ARE WAITING FOR YOU TO ENFORCE TOWN'S CODE OF ETHICS!









Alderman Felts has just removed multiple
accusations that he posted on the Christian
Bulletin Board. If we understand this.. it
means that he originally posted very inflam-
matory and accusatorial statements against
his own board members and some local
citizens. (Sorry Mr. Felts our staff has a good
copy of the originals) In so doing he violated
his own Oath of Office as an Alderman and
should immediately RESIGN according to
the town Code of Ethics. BTW Mr. Felts your
lame apology to our Fire Chief, Mr. Presely
Hughes, is pathetic on the very day we honor
the thousands of Fire Fighters lost in 9/ll
you decide to "smear" our local fire fighters.
What a "class act." Voters just won't trust
you anymore. Your record speaks for its
self...fool us once...fool us twice...no more
fooling around. It's over put a fork in it!

Sorry, Mr. Felts...we carefully researched a
list of violations that as an alderman and
keeper of the Code of Ethics you could en-
force. This immediate action on your part
would have gone a long ways to redeem your
rather "ping-pong" record. Too bad you
didn't act upon our suggestion. Instead you
have just put yourself in a very awkward
position...that is you now have to suffer the
enforcement of the Code of Ethics on
YOURSELF! You have violated your own
Code of Ethics by posting all of those arrogant,
disrespectful and sarcastic accusations with-
out a shred of sufficient evidence. Since you
refuse to enforce the Code of Ethics on fellow
board members you are left with the unplea-
sant task of the town attorney enforcing the
Code of Ethics on your own awful behavior.
Better yet, we along with others will file a
urgent request with Mr. Notestine, Town
Attorney to begin "enforcing" the entire Code
on you and the board members in question.
We will daily remind all of our local voters
the Catch-22 you have put yourself in and
ask them if they can justify voting for
you as an Alderman. We think not! Why not
do the right thing right now and resign.

Don't you forget it! We won't forget the many
violations we have documented of the Code of
Ethics that our interim mayor and vice mayor
arrogantly executed over and over in front of
the entire board and local audiences. It is in-
deed a very "dark" day for our town when a
majority of our town board refuses to follow
the accepted Code of Ethics and customary
procedures. Even worse they refuse to discip-
line themselves as though they are above the
law. This has got to stop. And as local voters,
short of any action by Tennessee Muncipal
Authorities, we will use the power of our votes
to remove most of you from office on Nov. 7th,
2006. Last thursday's 9/7 town board meeting
displayed the undercurrent of total dis-satis-
faction with most of our current town board.
It proved to all in attendance that indeed local
residents/voters have the power to do the right
thing...and they will now do it come 11/7/06.

Mrs. Beth Weavers-Lothers, Candidate for Mayor, Campaign Workers & Honor Roll of Supporters?









We asked "Carnac the Magnificent" for some
help and he offered to do some research for
us on the Nolensville Election Campaign.
Local voters truly need a trustworthy source
for detailed information on the candidates
and supporters. Since Mrs. Beth Weavers-
Lothers is a new face to many, here are the
results of Carnac's in-depth research:

Background: Mrs. Beth Weavers-Lothers,
graduate of Arizona State and formerly
employed as an airline stewardess. Now
wife and homemaker in Nolensville.
Wanna-be recording artist/singer with her
own CD available for a $10. donation to her
campaign? She currently serves as an appoint-
ed alderman to fill out the term of our interim
mayor. It is said she filed to run for mayor at
the very last minute at the strong urging of in-
terim mayor Dugger and vice-mayor Alexander.
Since that date Alexander has withdrawn from
the mayoral race. Mrs. Beth Weavers-Lothers
is quoted in the newspaper saying.."that she is
not running against anyone or anything."
At
best a rather confusing campaign slogan? It
makes one wonder why she even entered the
race? No platform...no position on the many
crucial issues facing our town? Why bother to
run at all?Those visiting her booth at the recent
Broken Wheel Festival say she displayed a note-
book showing the pros of a PUD? Maybe Alex-
ander the Pudmeister has become her camp-
aign manager and is helping her promote more
PUD's for Nolensville? Maybe Carnac knows
this is a "shadow-campaign" with Alexander
still running in the back ground together with
Mrs. Beth Weavers-Lothers?

If indeed Carnac is right Alexander's pre-
sence will help defeat Lothers at the ballot
box. Lothers was the manager of the 2004
town survey where 83% voted against PUDS
of any kind! Why is she now PRO-PUDS?
Let's ask her why the flip-flop?

Voting Record to date: Recently she voted for
7/6, #6-16 Resolution to appoint interim mayor
and town recorder as the final authorities to
deposit town's investment funds in Peoples
State Bank. Interim mayor Dugger & vice-mayor
Alexander, Alderman Felts also voted for this
resolution which was later determined to be
null & void a mistake. As of 9/7 board meeting
this resoultion has not been officially rescinded
..still on the books as a mistake? Remember,
Dugger voted for himself (violation of code) and
Alexander, Felts and Lothers voted for it.

In 9/7 board meeting she voted along with in-
terim mayor Dugger, vice-mayor Alexander
and Alderman Felts to rezone the old Marusa
property at the corner of Nolensville road and
Brittain Lane from residential to commercial.
She had a difficult time justifying her vote
since she admitted it was probably "spot zoning"
favoring Kelley Realty a client of our realtor/
interim mayor. Obviously, a blatant confict of
interest for Dugger who sponsored the ord-
inance and, Alexander, Felts and Lothers who
voted for the motion.

In 9/7 board meeting, Mrs. Beth Weavers-Loth-
ers displayed a serious lack of ability in decision-
making based on the facts and priorities? Reso-
lution #6-19 sponsored by Alderman Curtsinger
to financially assist in the expansion of our fire
hall caused a "melt-down" in the meeting.
Dugger and Alexander "stonewalled" the resol-
ution trying every means possible to defeat it.
Mrs. Beth Weavers-Lothers got confused and
bounced back & forth pro and con on the resol-
ution achieving very little clear judgement. At
first she supported Dugger and Alexander
against it. Then she wavered and eventually
supported the resolution commenting on how
ashamed she was of the entire board for not
supporting our volunteer fire department.
Unfortunately, this is NOT the kind of decisive
decision makers our town needs in a new Mayor.
Mrs. Beth Weavers-Lothers is a "facade"
or front-person for Dugger and Alexander to
hide behind. Sad to say she is being "used" to
run a superficial campaign supporting Dugger
and Alexander and local voters have already
seen through this "ploy"and will not VOTE for it.

HONOR ROLL OF BETH WEAVERS-
LOTHERS CAMPAIGN SUPPORTERS

1. Interim mayor Dugger slowly sinking in a
morass of conflicts of interest and violations
of Code of Ethics. May very well resign prior
to election and withdraw from alderman race.
70% of blog readers won't vote for him.

2. Vice-mayor Alexander unable to contain
his viscious hatred of most board members
and a majority of voters. Widely known to
have zero respect for our our flag, by sitting
on his hands, head bowed, during the Pledge
of Allegiance? A disrepected promoter of
PUD's...better known as the flip-flopping
"Pudmeister" of Nolensville. His campaign
promise to get elected as an alderman was
"Puds don't work in Nashville and won't
work in Nolensville" then upon his election

3. Mrs. Lynda Moses, long time non-voting,
non-resident of Nolensville and registered
member of a curious so-called Christian
community bulletin board. She is an out-
spoken and controversial critic of any and
all things that she doesn't agree with at any
one moment. A strong supporter of our
volunteer fire department that loudly
scolded Alderman Alexander for not voting
to support our volunteer fire department.

4. Mrs. Sherry Knapper, former wife of our
former (cut & run) mayor. A long time critic
of our town board and other municipal em-
ployees. Her former husband's resignation
as our mayor and their susquent divorce was
a difficult time for her. At one point she app-
roached our interim mayor about running
for alderman. She made a brief appearance
in the last board meeting speaking during
the citizen's comments. Although probably
unknown to many newcomers in the audience
she spoke about how the current group
of candidates running for office should be
held to a higher standard of integrity. Like
Moses above she also is an out-spoken critic
of any and all things she doesn't agree with!

SCOREBOARD FOR 9/7 OUT OF CONTROL BOARD MEETING! NO REFEREES!











Only one time out! Interim mayor still lost
control of meeting! Audience shouted their
frustration at board. Noise grew louder and
interim mayor got a "mad-on" and began to
attack speakers from audience and his own
board members.

Performance of interim mayor and his vice-
mayor were "way of out line" and encouraged
the audience to take over the meeting. Dugger,
Alexander and Notestine tried to "stonewall"
any support for the fire dept. And as a result
40 firefighters present in the meeting shouted
their anger toward the interim mayor and start-
ed cheerleading for their own Fire Chief.
Alderman Curtsinger fought off the
viscious attacks by Dugger and demanded a
vote resulting in a 3 to 2 winning vote for
support of the fire hall expansion.

Surprise! Not! Alexander's Decision to Quit Mayor's Race & Support Lothers Exactly As Predicted! 2-Flip-Floppers at Work-Look at Their Records?











NO SURPRISE ? EXACTLY AS PREDICTED!
Get this Alexander the "Pudmeister" says he
"chose to run for Mayor because numerous
citizens (est. 8 or more?) expressed concerns
regarding character and integrity issues with
candidates? Wow! What a statement coming
from the greatest "flip-flopper" on the board!
This is the man who ran for alderman two years
ago on the campaign promise "Puds don't work
in Nashville and they won't work in Nolensville!"
Minutes after he got elected alderman he started
voting and supporting every PUD in town. Can
you say character and integrity are totally miss-
ing from Alexander the "Pudmeister's" record!
His long record of "flip-flopping" is well known!
Recently, without any board authorization he
went to local private water utility and in a very
"smarmy" approach secured two "letters of avail-
ability" not approval for water to Brittian Downs
and Centex/Nicholas developments. Prior to this
water utility declared no more water approvals
for one year. Ask the ole' Pudmeister/Alexander
about his own lack of character and intergrity?
Seems Alexander can function quite easily while
allegedly breaking all the legal rules as an alder-
man
. And he continues to be a very negative in-
fluence on our entire town.

Folks, the absolute truth as to why he withdrew
from the Mayor's race was he knew based on his
reputation and record as an alderman he could
not win.
Yes, Mr. Alexander everyone will agree
with you "it is and was in the town's best interest
for you to withdraw from the race." Thank you.

Now go ahead and really convince everyone in
town that you truly have the town's best interest
after all and RESIGN as an alderman. It's the
right thing to do! Your constant "flip-flopping"
and devious attempts to detain any votes that
don't agree with you are well known and dislik-
ed by a large majority of voters. Almost 70% on
the blog poll won't vote for you or Dugger and
very few for Felts.

Mrs. Beth Lothers will find out all too quickly
that transferring your "mythical" non-existent
support to her campaign for mayor will turn-
out to be a very big negative.
The recent front-
page article in the newspaper will remind
voters that she is part of the old Knapper/
Dugger/Felts/Alexander team that brought
us all the explosive growth without any in-
frastructure support.
No impact fees, no
school support, no fire and police support
and no road support or water support.

Go ahead Mr. Pudmeister tell Mrs. Lothers
what an upstanding Alderman you really
are one that sits on both hands in his seat and
refuses to Pledge Allegiance to our United
States Flag.
One who continues to obstruct
and complicate every board meeting with
totally biased and untrue facts---just to sway
every vote your way. One who continues to
be a dedicated member of the "guaranteed
majority" blindly voting for whatever Dugger
and formerly Knapper wanted.

Mrs. Beth Lothers you have our sincerest
sympathy for the very "dead" albatross

Alexander has hung over and on your may-
oral campaign.

Unfortunately, Mrs. Lothers, while only in
office as an alderman for a brief time has
failed to separate herself from the good ole'
boy club that got her to run for mayor.
She,
too, continues to flail away "flip-flopping"
on every vote having a very difficult reason-
ing process. As she said "I'm not running
against anyone or anything?"
So she doesn't
have an opinion on anything...therefore why
would anyone vote for her?
Nolensville has
long been in desperate need of a decisive,
direct and honest leader who doesn't change
his position based on pleasing developers or
those with an agenda. No sense beating around
the bush...we have that candidate Dr. Joe
Curtsinger who based on thursday 9/7 nites
board meeting proved he will support our
local fire fighters 1000 per cent and get them
the additional space and equipment they
need NOW!
Even if it means debating for
hours with the most destructive and down
right dishonest manuevers of Dugger/Alex-
ander and our disappointing town attorney
Notestine!
Thursday nights performance of
Dugger, Alexander, Felts and yes sorry to say
so Beth Lothers sends a loud screaming
message to all local voters DO NOT VOTE
for ANY OF THEM!
For the future of our
town vote for a new qualified, professional
team..Dr. Joe Curtsinger, Craig Stuvick and
Dr. Nancy Kirby.
