Nolensville — Mayor Tommy Dugger said a
recent ethics complaint against him regard-
ing Peoples State Bank of Commerce is po-
litically motivated, and he was only acting
in the best interest of the town. (OK blame
it on politics but that changes nothing about
your behavior behind the backs of the board.
What ever happened to "full & open disclo-
sure?"with your own board interim mayor?
You asked for a proposal from Peoples Bank
in May 2006 (not telling board aboout it) and
on June 7/2006 you received a letter from
bank offering rates, terms and no charge
features for employees. Again, you told your
own board nothing about it. Now everybody
in town knows this violates the new Code of
Ethics, but they also know NO COMPLAINT
will be filed against you. Why? Because the
chief enforcer of the Code our town attorney
will protect you and say there is nothing in
the Code that covers your outrageous behavior.
The Code is D.O.A. so R.I.P. 10-days old code!)
The complaint stems from the town's (interim
mayor's)push to invest some money into PSBC,
which recently moved its headquarters to
Nolensville. The bank (responded to interim
mayor's REQUEST and) sent Dugger a letter
offering a higher interest rate plus free check-
ing and savings accounts for city employees.
(also low discounted loans to certain "qualified
employees--not everybody?).
But he (interim mayor) and Town Recorder
Cindy Lancaster focused on the return the
town would get on its investment and not the
benefits he and the other aldermen would
receive. (Misdirection at its finest...look over
here...while I rob you blind over here! You
know why interim mayor "focused" on the
supposed return...he didn't want anyone to
know about the other terms of this SWEET-
HEART deal?)
"Cindy and I didn't pay any attention to what
I call fluff," he said. ( By now we are sure you
want to SCREAM OUTLOUD.."what I call
fluff?"..no charge loans, discounts, free this &
that just fluff? Do you still want to vote to put
this guy back in office as an alderman? No way
you say!) "We were just trying to get something
for(ourselves and) a higher interest rate for the
town." (Mr. interim mayor ask First Tennessee
we are sure they will match any offers!)
The town's Board of Mayor and Aldermen
approved the first reading of an ordinance
last week to accept PSBC as a depository,
though they didn't know about the benefits
offered by the bank. (Another outrageous
violation of the Code, but no never mind filing
a complaint it isn't covered in the Code? Is this
not the sweetest scam you ever read about?)
(Old history but back on 7/6 they passed in
error a resolution sponsored by the mayor to
appoint himself & town recorder as the SOLE
authorities to handle & invest town's funds?
Of course the mayor voted for himself! Three
more violations of the Code still yet to be
rescinded..but don't hold your breath)
Dugger said that will change when it comes
up for second reading. "We'll have a new
proposal from the bank," he said, that will
not include the free banking accounts and
other incentives. (OH BOY...HERE WE GO
AGAIN...back meeting with the bank with-
out telling the board. Scaming up a NEW
DEAL..WHY? What was so wrong with the
old deal that nobody knew about?? How
come you have to change it interim mayor?
OK we'll pause to let you SCREAM again!
It just won't quit it keeps getting more slime-
eee with more and more Code violations!)
The town recently adopted a code of ethics,
and Alderman Joe Curtsinger said failing to
disclose this information violates that code.
"The incident in question appears to have
some problems with conflicts of interest in
our code of ethics, including disclosure of
information and the financial interests,"
he said. (Curtsinger is absolutely RIGHT!)
Dugger said Curtsinger's complaints are
politically motivated since Curtsinger is
running for mayor. Dugger is running for
alderman. (Surprise..that's awful coming
from our lily-white clean interim mayor!)
"It was definitely, in my opinion, politically
motivated," he said. "We have an ethics bill.
If (Curtsinger) wanted to file an ethics com-
plaint, he could file one." (Hello, interim
mayor...Curtsinger is not STUCK ON STUPID
he knows any complaint he files will end up in
the "round file" because the code enforcer
won't be able to find any violation in the Code!)
Curtsinger said he doesn't plan to file a com-
plaint, but he does think the situation should
be looked into. "The code clearly allows the
ethics compliance officer, which is Mr. (Bob)
Notestine, to ask for an outside investigation
in this matter or investigate it himself." ( Right
on...but don't hold your breath for any action
the good ole' boys club has already ruled on it)
Notestine is the town attorney who helped
draft the ordinance, and he said didn't think
the deal offered any special perks. He said
most banks new to a town offer preferred
accounts to all residents (Opps! only to town
employees!)to get business, so he didn't see
it as special treatment. (Special treatment
means only for town hall employees? That's
a Perk! What about the interim mayor's
failure to inform the board about what
he's doing & who he is making deals with?)
Notestine also said if the town passes the
ordinance on second reading to make PSBC
a depository, it will only invest some (who
decides how much? Only the mayor?)local
funds in that bank. First Tennessee Bank
will remain the town's primary depository.
(Second reading is loaded with even more
violations...(1) interim mayor sponsors the
ordinance. (2) he votes on it with 7/6 reso-
lution #6-16 still hanging in the wind not
rescinded appointing himself a authority
for funds and voting for himself? (3) not
informing the board about anything? They
only find out by reading the newspaper.
No approvals whatsoever...unlimited
arrogance...thumbs his nose and moves
on doing whatever he wants to do?)
Please don't tell me you intend to vote for
Dugger to come back as an Alderman. He
does only what is good for him...........SO
why vote for him.? Please send him home!

Bloggers how right you are for the nth time? When we this stop? I'm screaming now...I do not think I can last 45 days to vote this guy out of office FOREVER! All three of them gotta GO! Correction!
