Public Meeting/Town Budget Review/Thurs. 5/4, BOMA Meeting--Do Not Miss It!!!









2006-7 Town Budget Review open to public
for questions. This is interim mayor's very
first budget that he must present to town
for approval. Plan now to attend and start
doing your homework now. Here's a list of
questions to help get your grey matter
moving. Direct these questions to interim
mayor Dugger and ask for an answer.
Agenda item#10 Budget 2006-07!

1. How much money has the town collected
for Adequate Facilities Taxes? On what kind
of items can the town use this money for? Is
it true not one penny of this tax can be spent
on general fund expenses?

2. How much money has the town collected
for Impact Fees? If nothing has been collect-
ed when will town begin to charge develop-
ments impact fees? On what kind of items
can the town use this money for?

3. Can Nolensville impose & collect Impact
Fees on already approved developments? If
we can, when will we begin to impose and
collect Impact Fees on luxury homes like
Brittain Downs? Why did the town NOT IM-
POSE & COLLECT these fees before approv-
ing these developments?

4. When you (mayor) tell us revenues are
up over 300% are you talking about Adeq-
uate Facilities Taxes from new home develop-
ments? If that is what you mean...then is the
general budget 2005-06 ending on 7/1/06,
on target or are we behind? If so how much
& how are you going to pay for the deficit?

5. Where in the budget do you provide for
the town services for the 11 approved home
developments? Doesn't state require Plan of
Services? Can local citizens get a copy to
review? I.E. the plan of services for Burkitt
Place items#14?

6. Where in the budget do you provide for the
Volunteer Fire Dept.? Is this more money for
Fire Dept. than last year's budget? Is this
enough money to cover all new housing
developments?

7. Where in the budget do you provide for the
Police Dept.? Is this more than last year? Is
it enough money provide protection for all new
housing developments?

8. Where in the budget do you pay the
$7,000 to Mr. Lendermen to maintain town
website? Is this more or less than last year?
Can the mayor hire another service to do a
better job for less money and no conflict

Too late to cancel contract (90 day notice)
so town pays another $3,500 for what???

9. Where in the budget is a detailed break-
down of entire town payroll from Mayor
down to last employee of town staff? How
can we get a copy?

10. If last year's budget was roughly one
million dollars. What do you project for
2006-07?

11. Where in the budget have you allotted
monies for Waller road repairs ($350K),
Traffic Lights ($80K ea.).New road realign-
ment for Rocky Fork around church to meet
new cemetery road.? (Est. 2 Million $'s).

12. Agenda #15 Reading of Resolution to
dedicate new Sam Donald Rd. How can this
be done when in last meeting Adoption of this
road was not approved? Has the town resolved
threaten lawsuit by Frank Wilson about new
Cemetery road flooding his land? New Sam
Donald feeds into the new Cemetery Road so
both roads are impacted? Wanna "dedicate"
a lawsuit?????

13. FINAL CAUTION! Don't permit interim
Mayor and vice-mayor Alexander to say town
is 300% ahead in revenues and the budget is
balanced.without DETAILED & VERIFIED
proof during this meeting. Citizens are entitled
to this evidence.Demand it! Do not permit
"politically correct nonanswers". Generaliza-
tions for an answer cannot be accepted as the
town attorney is famous for."like we don't need
to decide now."If not now when? Do not permit
them to "kick the can down the road!"

Warm & fuzzy answers are not welcome!

Last Mon. Nite BOMA/PUD "BOMBED OUT BIG TIME!"










I know how you feel I felt the same way until I
realized...interim mayor couldn't attend the
meeting SOOooooo vice mayor Alexander the
Pudmaster grabbed the gavel and attempted
to conduct both meetings? First on the BOMA
agenda was adoption of Silver Stream right-of-
way which passed. No mention was made of who
will pay for realigned Rocky Fork road around
church to meet new cemetery road.
(Cost estimated to be almost 2 million$$$).

SECRET is TDOT won't OK traffic light until
new road is built & town pays $80,000 for
the new light! So don't hold your breath for
new traffic light.
Overwhelming traffic at inter-
section of old Rocky Fork and old Clovercroft
is totally out of control without a traffic light.

Next was adoption of Bent Creek new Sam
Donald right-of-way, but it literally hit a
brick wall!
Frank Wilson, member of the
planning commission complained that for
8 months he has been waiting for Bent Creek
to fix new cemetery road from flooding his
land. Our town engineer, Rick Woodruff,
said road was properly built. Wilson counter-
ed then why does it continue to flood my land?

Wilson threatened a lawsuit against town and
Bent Creek to fix the road. Town attorney some-
what flabbergasted said he didn't know any-
thing about the road situation and/or pending
lawsuit?

Is your head beginning to ache over just who
is in charge of the town hall and it's inmates?

Can we say interim mayor NOT! Can we say vice
mayor NOT! Can we say town attorney NOT!
Can we say town engineer NOT! Who then? Darn
..you already guessed it--the DEVELOPERS!
Get this... Bent Creek agreed to build cemetery
road properly at Phase Two of their building
plans. If not they would lose future building per-
mits. It is now Phase SIX and the road is flood-
ing nearby land. Has the town said anything to
Bent Creek about the road? NOT! Guess that
nobody really thinks it is their job especially the
town engineer and/or interim mayor.

According to agreement between town and Bent
Creek no more building permits should have
been issued way back four phases ago.
Nobody
seems to really gives a "rip" and the developer is
going on his merry way building Phase SIX..no
problem? Now you know who is in charge and it
isn't most of our elected leaders!

What to do? Close the new cemetery road and
new Sam Donald road until repairs are made,
right? NOT! Why town would have to re-open
the old Sam Donald road--can't have that!
Frank Wilson seems to mean business even re-
signing the planning commission and filing his
lawsuit.

Things are spinning out of control...interim
mayor & vice mayor slip sliding into total
confusion.
Town attorney hasn't got a clue.
Town engineer too busy signing building
permits.
And alderman Felts still complain-
ing about this *(^%#@ blog. Sorry about

that Mr. Felts, but if the shoe fits...you know
the rest of that, so why not exit now and retire
to your favorite lake and do some serious
fishing. Why wait until November 2006?

Dr. Curtsinger way ahead in our straw poll
and holding on tight to the only "common
sense" thinking
on the board. Thank God,
for common sense! Tell him thank you!

Now for the most irritating fact of all. Our
"flip-flopping" Pudmaster Alexander is now
promoting PUD's with 14,000 sq.ft. lots and
70% back-loading garages. Mr. Alexander
how come you OK'd Brittain Downs with only
11,000 sq. ft. lots and 10% back-loading
garages???? You said this development would
be the best in town? How can this be? 3,000
sq. ft. less lots and only 10% back-loading
garages and absolutely NO IMPACT FEES?
$400,000 to $700,000 luxury homes, but
developer said he couldn't afford to pay any
impact fees? Blog reader says "Jimmy the
Jester" Alexander (Pudmaster) has flip and
flopped on everything! Town needs to get up
and do what needs to be done...escort Alex-
ander the not-so-great alderman out of office.

Big budget busting BOMA coming up 5/4/06
at 7 PM. Bring your budget questions and
your accountant friends to ask serious quest-
ions about the budget. Sample question for
interim mayor..."What can the town spend
the adequate facilities tax on? Please give
us a list of those items...thank you."

KUDOS TO JOYCE ALLEMORE FOR BEST LETTER TO EDITOR










TRUST is an unknown thing?.....sometimes
whispering in the ear of the big guy can
really work wonders! When it comes to our
local leaders Joyce Allemore (Fly Rd.) has
some very good advice in her 4/21/06 Letter
to the Editor.

"Just wanted to share a few things that were
gathered from a note to a group of churches
that pretty well sums up how some of the folks
feel in Nolensville AND UGH..THINGS THAT
CREATE DISTRUST: Slow, inaccurate, or
poorly timed communication. One way com-
munication. Improper communication.Giving
political answers...that is: answering without
answering the question.Patronizing attitudes.
Territorialism.Appearance of arbitrary decis-
ion making. Telling folks, "You can't do that",
or "We can't do that" and cannot justify why?"

We're asked to trust our execs.(decision mak-
ers) we need to trust our execs. We should
trust our execs. Most people want to trust their
execs. The reality is this: Some trust all of the
time. Some trust most of the time. Some trust
some of the time. Some trust none of the time.

Either extreme is without wisdom. The former
extreme leads to a lack of accountability, and
the latter leads to paralysis of the office. Un-
fortunately, we will never be without either
extreme in this matter; but good, proper, well
timed, accurate communication that does not
come across as thoughtless and patronizing
(i.e. You can't think for yourselves and we
know what is best for you) goes along way in
keeping most of us in the trusting category,
most of the time.

More clearly and concisely put: Obvious integ-
rity leads to greater trust. It is unfortunate, but
the reality is trust is earned. It can be given and
it can be taken away. It can be kept and it can be
lost. Please, read and think about this. I feel this
is a very well put opinion and if considered,can
be a way of how things can or could be worked
out in local, county, state, and federal govern-
ments."

You got that right! It's happening more & more.

Score remains Nolensville ZERO impact fees
and Developers 8 or 9 maybe 11 no impact fee
developments? Who keeps score anymore?
Why bother? Our home team continues to faint
& be afraid to ask for impact fees over and over.

Can you shout where or where is a profess-
ional town manager/accountant who knows
how to negotiate a tough no nonsense contract?
Left over full time real estate agents and ex-
bureaucrats haven't got the foggiest idea of
what needs doing?

SEVEN months to go until we can elect a new
team. Hang on...we can't quit now! Got to keep
attending meetings-asking questions and telling
everybody in and out of town to keep the pres-
sure on. You know what's coming next-it is right
out of the Knapper Handbook. We are in charge.
..don't tell anybody anything...and keep the
guaranted majority on the board at all costs.

for all local residents in and outside the
town limits to stand up to the demands of
developers. Since it appears most of our
current town leaders haven't the "spine"
to do what needs to be done. Then local
people will have to do it for them.

Spring Hill looks at doubling Impact Fees--Nolensville Has None, Zero, Not Even One?









BENT CREEK PAYS NO IMPACT FEES!***
NO impact fees for Nolensville? Ever wonder
why? Previous mayor wouldn't permit them!
Present interim mayor is considering hiring
an outside "consultant" (++$$) to tell town
what and how to do it.

It really isn't that hard to charge each develop-
er 50 cents per sq. ft. just DO IT! This money
can be spent on our much needed intrastruc-
ture. Why hire an expensive consultant that
town cannot afford?

Simple answer interim mayor and supporters
can point to consultant who said you must
charge impact fees ASAP. You know how that
works..."it wasn't me.. the consultant said
we have to charge impact fees
.
" Besides we
don't want more lawsuits from developers
who have already been approved by town."

If we add "impact fees" after the fact--they
will surely SUE! Now you know who is really
running our town...THE DEVELOPERS..and
our "fearless"interim mayor is unable to ask
a developer to pay an impact fee.

The adequate facilities tax of $1.00 per sq. ft.
on all new homes can only be spent on new
items.Not one penny can be spent on general
fund items in budget...i.e. day to day expenses.

***Not one new housing development in Nolens-
ville area pays any impact fees!
These fees could
could have paid for new roads, increased fire and
police department expenses, etc. Do the math
yourself say an estimated 2,000 new homes
already approved X $1.00 per average 2,000
sq. ft. house or $2,000 per each home. That's
$4 million dollars of adequate facilities tax in
town coffers,but can only be spent on certain
items...not one penny on general fund items.

Now take the same 2,000 homes already
approved X .50 impact fee per average 2000
sq. ft. house or $1,000 per each home.

That's 2 million dollars of impact fees Nolens-
ville doesn't have to spend on general fund
expenses. Wanna know WHY? Because prev-
ious mayor and current interim mayor didn't
have the common sense business COURAGE
to pass a motion to collect the impact fees.

Most cities surrounding Nolensville have long
ago approved impact fees..i.e. Spring Hill,
Franklin and Brentwood. What happened to
Nolensville? Outrageously, poor financial
management in the past and still being pro-
longed today. Dugger only knows how to follow
Knapper's "blue sky playbook" over and over.

Together can we all shout from the housetops
just how badly Nolensville needs a full time,
professional city manager and financial expert
24/7 starting today! Please no more consult-
ants and part time amateurs. Current town
budget is about one million dollars and this
current management has lost 2 million or more
dollars in impact fees. Time for a change!

Next time you hear our interim mayor proudly
announce we are 300% ahead in revenues raise
your hand and ask him is that the adequate facil-
ities tax? Demand an answer! It is and again not
one cent can be used to pay for day to day expen-
ses. Then inquire about the 2 million dollars or
more Nolensville has lost in impact fees??????
It's budget time in Nolensville so at next BOMA
May 4th bring your accountant friends and ask
questions.

UNBELIEVABLE! A New PUD Public Workshop Mon. 4/24/06 @ 6:30 PM to Help "Slow Learners" Accept the PUD Benefits!









Best Guess Estimate this is an urgently called
Public Workshop to promote New PUD Plan
for Nicholas property by Centex Homes
.

WARNING! IF THIS WAS A STANDARD
RESIDENTIAL SUBDIVISION (half acre lots)
THERE WOULD NOT BE ANY REASON
FOR THIS MEETING! So real reason to meet
is to "sell" a new PUD concept plan to the
public for (guess?) Nicholas home develop-
ment by the PUD SpinMaster Alderman Alex-
ander. All this despite the 2004 citizen survey
that said NO PUDS!

Unbelievable you say? Well remember this is
the alderman that ran on "Puds don't work in
Nashville and they won't work in Nolensville."
Then he got elected and he flipped and voted
for every PUD and is still promoting them.
He is our interim mayor's key front man for
Puds. Don't fall for it...PUD promoters will not
quit no matter what.

Why would they switch to PUDs? Well the pro-
perty owners can demand more money since
they plan to "cram" more homes in same space.
The developers like it =more houses..more $$$.

Interim mayor and Alexander like it because
the city makes more $$. (Not really..we cannot
service all new homes now-no $$$'s in budget)

How to stop this irresponsible grab for more
homes crammed into the same space?
First,
attend the workshop...bring your neighbors
and demand clear no spin answers. Do not fall
for the old "density dance." At the first mention
of "density" demand a stop to it. It's a trap and
means nothing. Remember "county has a high
density we don't want that!" Spare us all that
old "song & dance".

A PUD is a PUD...is a PUD...is a PUD. You can
put lipstick on a pig, but it is still a "pig." Ask
Alexander over and over and over why he said
PUDs didn't work in Nashville and that they
won't work in Nolensville?

Even better dig in your heels and ask interim
mayor where he stands on PUDs? Hang on
tight...for some kind of "round-robin" answer
that doesn't give you an answer.

A PUD is a "pre-planned undersized
development" that puts the most money in
the developers pocket. Our town gets no
money for roads, schools, police and fire
departments...why you ask? Because most of
our city leaders are "too timid and tongue-tied
to ask for an impact fee."

Brittain Downs luxury homes from $400,000
to over $700.000 pays no impact fees nothing!
Previous mayor wouldn't permit a second to a
motion for impact fees! What progress is being
made by interim mayor to install a uniform
code of impact fees for all developments?
Nobody knows? Nothing on future agendas?
Good question to ask interim mayor and
Ye Ole PUD-Master.Alexander in workshop.

Did you know Nolensville can Reopen Talks with County about Urban Growth Boundaries?








County regulations chapter 1101 provides for
reopening talks with cities about their Urban
Growth Boundaries
, Lew Green in 4/12/06
Brentwood Journal. Once the request is made
the county must comply.


So there it is everybody inside and outside
Nolensville town limits can question this UBG
boundary. This means all the people living just
outside Nolensville town limits can get their
voices heard at the county level. And in turn,
people inside town limits also have an opport-
unity to talk about the UGB as it appears on
map.

This is the opportunity many have been look-
ing for. Just maybe this would erase the
artificial roadblock that many on town board
rush to quote.."Watch out for the county we
don't want them involved in our town affairs--
look what they did to Sunset Road."

You and many others have complained how
you don't want to hear one more comment
about how bad the county is. Can't forget this
"The county can approve lots from 8,000 sq. ft.
down to 1,600 and we certainly don't want that
near Nolensville!"

Surprise...town leaders approved 8,000 sq. ft.
lots in Bent Creek and Ballenger Farms. Same
two that interim mayor said were "mistakes"
that would never happen again. Don't bet the
farm on it.

All we have to do is request a meeting with
County on Urban Growth Boundaries...a con-
structive session like this would go a long way
in building a positive relationship with county.
What about town hall leaders...well as citizens
we may just have to go around them. Unless
they start complying with the requests of the
people who put them in office and pay their
salaries. Local citizens have the power to
change things and ease any tensions that may
have appeared over the talk about annexations.

BREAKING NEWS! New State Senate
Bill 3327 would require cities to have a
referendum vote on any annexation. Bill
goes to house next week. This means voters
will have the POWER to decide what gets
annexed and what doesn't. All city and town
planners will fight this tooth and nail..fin
and feather. It will eliminate annexation by
all cities, unless the voters OK it!
More power to the voters!

Record of Nolensville Board of Mayor & Alderman Cooperating with County??











Almost One Dozen Requests for a Response
from Nolensville about Sunset Rd. Housing
Developments by county were totally ignored
and unanswered by Nolensville's Board.***

***Knapper didn't cooperate with county and
his protege interim mayor Dugger doesn't dig
the county either.
"Look at sunset rd. develop-
ments that is what happens when the county
does things and YOU wouldn't want the
developers to go to the county."declared Dugger.
Oh My, county allows for more houses on
smaller lots..just terrible!

You sick of this phony scare tactic?
Yes you say...so are we!Now you know why it is
used so often..to distract our attention away from
the fact that our interim mayor isn't doing one
positive thing about PUDS! Opps! Other than
threaten a workshop by Alexander on just how
much we really should love PUDs once we
understood them.
(Don't forget Alex said PUDs no good for Nash-
ville & no good for Nolensville.)

County repeatedly asked for Nolensville's
thoughts and opinions re: Sunset Road develop-
ments. County never received any answer UNTIL
the plans were approved by county.ONLY THEN
did our leaders respond with this "we want to go
on record that we don't like what you did."

Oh Gee! What kind of cooperation with county is
this? NONE! Zilch? Contrary to what interim
mayor and town engineer said at last 2 meetings ....
"Nolensville has repeatedly been invited to the
county commissioner's table, but our leaders
don't respond. No time for county, period!
Of course Rich Woodruff, town engineeer
says we have good communications with
county. Can you say protect my 65K job so
say whatever is necessary...nobody reads the
meetings' minutes anyway?

Guess who approved the 2 housing develop-
ments (PUDs) with the SMALLEST LOTS &
NARROW STREETS? You got it! Nolensville
Mayor & Board. Did the county force them into
this decision and they had no choice? Bad county!
Remember our leaders annexed Bent Creek into
town and allowed them to build Disney-World--
houses 66 inches apart on tiny lots with far too
narrow streets. (had to do it before the big, bad
county did it). No matter that the lot sizes were
the same or smaller than county's regulations.

You getting the feeling that it is high time our
interim mayor and pals stop using the county
for a "whipping boy?" Long overdue, you say?
That's right... next time it comes up in a public
meeting why not demand they stop insulting
our intelligence.

Is Nolensville's Board & Commissions top heavy
with real estate agents, contractors and former
professional bureaucrats?

Well decide for yourself.
Here's the rundown on how many are in key

Let's start at the top...W.T. Dugger our interim
mayor and full time real estate agent with The
Realty Group of Fred M. Smith,Inc.

Next Jimmy Alexander, vice-mayor and a for-
mer bureaucrat with Metro Government for
some 30 yrs. Not in real estate, but experienc-
ed in big city strategies. Elected on his promise
that PUDs didn't work in Nashville and they
won't work in Nolensville.
An acute memory
lapse allowed Alexander to vote for most PUD's
in town after he was elected.

Next Robert J. Notestine, our town attorney
who attends most meetings for an estimated
fee of $100. per hour. He is also associated
with Southern Land Title & Escrow, doing
commercial/residential/closings, title search-
- Office 934 Oldham Dr., Nolensville.

Next Larry Gardner, secretary of Planning Com-
mission and full time contractor in Nashville.

Next John Lenderman, webmaster of town hall
website paid $7,000 per year by town. Also full
time real estate agent with Keller Williams in
Brentwood. Also publisher of Nolensville Dis-
patch bi-weekly paper and a natural public re-
lations promoter of previous mayor and current
interim mayor.

Next Willis Wells, Chairman of Planning Com-
mission, retired and having rezoned his Nolen-
sville commercial property several times he is
still not happy but attempts to continue to lead
fragmented commission nobody knows where?

Next Rick Fisher, Vice Chairman of Planning
Commission, and full time trade show exhibit
executive. He quietly fulfills unknown agenda?

Nolensville Board is the final voting authority
of 5 members. The interim mayor and 3 alder-
men and 1 newly appointed alderwoman.

The Nolensville Planning Commission mem-
bers also have authority and are appointed
by the mayor. It remains to be seen if indeed
any members of these two organizations are
involved in some way with development and
developers? Common sense tells you that too
many people in our small town government
have associations that are just too close for
anybody's comfort zone.

It is a tangled web of commissions, split-deals,
finder's fees, bounce-back rewards, round-robin
checks, inflated sale prices to reward seller for
some other so-called unrelated deal? How's your
comfort zone? Uneasy yes, outraged you bet!

Since the mayor's authority to appoint planning
commission members is legislated, it would take
years to get that changed so they would have to
be elected.
If we're not satisfied with the projects
the commission is approving or the manner in
which they are approved, we need to go to the
polls next November 2006 and elect a new mayor.

Listen to these figures in Franklin population
of some 46,000 only 5,000 people voted in last
election and the mayor won by 192 votes.

In Nolensville, population of 3,000 only 1,400
people voted in last election with only 51% of
the votes required to win.
Imagine what an im-
pact just one neighorhood could have to win
the next election for mayor. With our votes,
we can swing the pendulum in the other direc-
tion and we can "have the positive power!"

New census should reveal more people power
and more voters. The record shows just how
difficult it is to get people out to vote. We must
start now to begin to organize a strong list of
candidates and workers to get out the vote for
November 2006.

Here's Looking at You...Mr. Felts..Thank You for your Dispatch/Letter to the Editor









Mr. Felts in your letter you asked everyone
to let you know if they agreed or disagreed
with you. Thank you for the invitation to
respond to your letter to the Editor. Our
guest writers are puzzled as to how to try
and respond to your letter.

Forgive us but this opportunity is almost
more fun than any human being should be
allowed to have.(Courtesty Rush Limbaugh).

Seriously, your letter and it's attempted logic
defies description. Nevertheless, your attempt
to justify your abject performance on the board
and reason your way, in a public forum, to a
common sense conclusion begs us to respond.

Let's start at the end of your letter..."As your
Alderman, I hold myself responsible, because
if I fail, then I have to live with knowing I've
created problems for everyone."

Sir, you are dead-on right! Oh, that our former
mayor had such a committed outlook on his job.
Mr. Felts as a long time alderman with a record
on the job for everyone to judge let's start with
your record. At one time you were the driving
force to adopt a Code of Ethics and then sudden-
ly you stopped. Why? We assume at one time
you realized how acute the need was for a Code
of Ethics. Who stopped you? Your record stands
as doing nothing more on any kind of Code.
Let's mark that down as a Felt's Failure.

You asked why the blog hasn't printed that every
member of BOMA and the Plannng Commission
have voted for PUDs. Well we just did. And
guess what? Our interim Mayor says that Ballen-
ger Farms and Bent Creek were serious mistakes
and that you'll never see any more PUDs like
those!

Oh that we could depend on that promise. Sorry,
but since you, Mr. Felts and Mr. Dugger, and all
the rest of the board and planning commission
voted for PUDs we cannot trust that you won't
do it again.
Let's mark that down as a Felt's Failure.

You refer to "United we stand, Divided we fall."
How very true. You and previous mayor, board
and planning commission were all united to
support PUDs. This divided or separated you
from the people/voters who voted against any
kind of PUDs in a 2004 survey. You, Mr. Felts,
and your associates deliberately ignored the
wishes and will of the people who put you in
office. Therefore, you will have to suffer the
consequences of a no confidence vote in Nov.
2006 election. To put it in plain spoken lang-
uage don't bother to run for re-election you
have lost the confidence of your former
supporters and our readers, too.
Let's mark that down as a Felt's Failure.

Now, your current performance with our
interim mayor hasn't improved. In fact you
are even more confused than before. You state
that PUDs give the board a lot of control over
how a developers project will look. If that is
a fact why did our interim mayor say that
Ballenger Farms and Bent Creek were
mistakes by the board that would never
happen again? Let's mark that down as a
Felt's Failure.

This following statement, Mr. Felt's, you
should be ashamed of..."by law a developer
could if he wanted to, put modular homes
in and our board is bound by law to let
it happen." And you say that isn't a scare
tactic...it is outrageous and literally seals
everyone's opinion that you cannot be
trusted with any serious decision making
on behalf of our town. Let's mark that
down as another Felt's Failure.

Yes, as you say Mr. Felt's we have every
right to our opinion and yes we do print
exactly what's going on and it isn't pretty
to watch the pathetic performance of our
would be town leaders. And that includes
you, Mr. Felts and your repeated referrals
to the Horrorscope to find some direction
for your decisions. Let's mark that down
as another Felt's Failure.

Oh that we could say that you, Mr. Felts,
didn't fall for that old worn-out scare tactic
comparing our town to the county. But we
can't so the 8,000 sq. ft. down to 1,600 sq.
ft. lots permitted by the county will continue
to be thrown up in our faces by you in hopes
that we don't really see how little you are
doing to solve the problem. Let's mark that
down as another Felt's Failure.

As far as your would-be workshop on PUDs
don't bother most of our citizens are sick and
tired of your attempts to justify your PUD
failures of the past. Let's mark that down as
another Felt's Failure.

We could go on, but this isn't fun anymore.
Please thank the Nolensville Dispatch for
printing your letter in what has to be very
valuable space. Even though most folks
don't read the Dispatch for information
about what is going on in our local govern-
ment. Also we thank you for mentioning
our internet address in your letter. Our
current readship is running almost 20,000
readers per month and growing.

Let us sign off with your classic statement
"I've done what I said I would and I'm still
unsure of the answer?" Mr. Felt's take our
readers advice and resign now, so another
can take your place and do what needs to

10,000 lots approved for building in Spring Hill so don't say it can't happen in Nolensville!

of Tennessean on 9,989 homes approved
by Spring Hill. Per article these homes
would add 28,900 residents in five years.
Add to that 17,325 residents counted in the
2005 Spring Hill census and you get 46,225
residents. Spring Hill would then be larger
than Franklin was in the 2000 census
(41,842).


Some recent study suggested that in 5 years
Nolensville would grow to 14,000 residents.
Compared to Spring Hill that study missed
some 14,000 additional residents that could
suddenly appear in Nolensville if our city
leaders are allowed to continue their reckless
growth plan without support services.

For example in 4/6/06 board meeting item 12.
Public Hearing of resolution ...#06-07 an
adoption of a plan of service for Burkitt Place
Development. This plan of service is required
by state law and must be approved by state
before any annexation takes place. It's is really
true! And yet our town attorney never fails to
"put down" this requirement as nothing but a
"formality" that requires a superficial "boiler-
plate" plan to put in their state file.

Question? As a local citizen voter have you ever
seen one of those plans? Probably not. Want to
see one? Don't hold your breath. This is where
the rubber meets the road. Can we afford to ex-
tend vital services to another huge annexation?

Who knows? Citizens don't know and you can
bet our current leftover interim mayor and
friends don't know!
Nolensville are you listen-
ing? This too, has got to stop!
What to do?
Speak up at next board meeting 5/4/06.

Town's next budget 2006-7 comes up for final
approval in June to meet 7/1/06 deadline.
Have you as a local voter/citizen got your copy
and do you know what's in it?
Don't be silly you
say, I can't understand it.
Well can you say New
Property Tax that you must pay? "Well that's
different..can we get a copy at town hall?"

Yes, you can and make copies for your neigh-
bors and ask an accountant to help you under-
stand it. Then bring your questions to the next
meeting. This is your right and obligation to do
this. Too late, won't get it, start asking questions
now.
For example, are the Fire deparment and
the Police department budgets adequate for the
growth that has already happened?


Is there money in budget to repair the roads
that the developers have damaged? Since our
leaders are too tongue-tied to demand the
developers do it, then do we have the money
to do it? Ask the question now before they
rubber-stamp the budget. Don't forget the
money Brentwood is going to ask Nolensville
for their half of Waller road repairs...roughly
$350,000. And don't forget the new bridge
and road on Rocky Fork around the Methodist
church to meet the new cemetery road-roughly
$millions$ or more? It should not be hard to
find these items in the new town budget. Be
sure to ask where they are in next board
meeting.

Here's a scary thot...previous town hall budget
was about one million dollars. So if Nolens-
ville can't run with the big dogs...only thing left
is to stay on the porch. Trouble is, previous
mayor and current "understudy" interim
mayor started this whole "rat race" running
with the big dog developers without having
the budget to stay in the race. Now what can
we do? For starters, attend the meetings and
demand answers on everything. Here's a tip:
treat this whole town government like it was
your very own budget and then get serious
and demand answers.

If you think these town meetings are nothing
more than a place to meet your friends and
keep everything cudddly warm and very fuzzy
when it comes to the budget...you will regret
it "big time." You wouldn't allow such fuzzy
worn out thinking on your budget..so don't allow
the town leaders to do it to your "town budget."

Last thurs. 4/6/06 question was raised about
Treasurer's Report...simple stuff like how
much money does the town have in the bank
& are we ahead or behind for the budget year?
First answer...town has a new system so we
really don't have those figures tonite.
Second answer.."our revenues are XXX%
ahead and the books are balanced."Sounds
good, right? What's wrong with this picture?
No facts, no breakdowns, no nothing...period!
Hints to ask. This huge revenue stream of funds.
.where does it come from and can the town use
this money to pay general expenses? Or did the
interim mayor & staff use some or all of this
new revenue to balance the books?

ANSWER: State approved adequate facilities
tax or on average $2,000 per new home is the
big source of new funds. But here's the catch
those dollars can only be spent on certain items
like a new fire truck, etc. Not one dollar can be
used to pay for general expenses in town budget.
Nor can this money be used to "cook the books"
and balance the town budget. Now can you ask
are we ahead or behind in current budget? And
how will these new funds be used in 2006-7
budget? Wanna bet town budget is behind
some $200,000 or more before this year's
budget ends? How will this deficit be paid for
in the new budget? What happened to the
balanced budget? Where's the 7 million dollars
previous mayor said would cover everything?
Now you know the "rest of the story" and why
Mr. "Cut & Run" ran away from town meeting.

As a local resident, voter and taxpayer you have
a choice...attend the meetings.. study the budget,
ask questions and demand answers. Or you can
ignore it all and cheerfully pay the new property
tax that is coming to your door
to pay for the
mis-management of the town's budget.

Franklin Mayor, Tom Miller (Real Estate Agent) Resigns from Planning Commission









HOW ABOUT IT? NOLENSVILLE? SOUNDS
GOOD TO US...HOW ABOUT YOU ALL?????


Our interim Mayor is also a full time real estate
agent for The Realty Group of Fred M. Smith,
agency
. Maybe Nolensville is long overdue for
a positive no conflict of interest change. Seems
Franklin's Mayor has realized his own conflict
of interest and made a change!


How high must the pressure get and how out-
rageous must the conflict get before enough
citizens demand the same from our interim
mayor?
Our interim mayor's purported close
association with Mr.Moon cannot be good for
Nolensville.
We're told W.T. Dugger is named
and entangled in the lawsuit, Mr. Moon has just
filed against Nolensville.

Your guess is as good as anyone's where our
interim mayor's interest and support is?
How
can one be sure when a real estate agent is in-
volved and very "plump"sales commissions
and/or referrals are at stake?

At this point in the town's long struggle
with Mr. Moon what good is a recusal on
our mayor's part? Seems it is too little
too late. The damage has all really taken
place?

Some suggest meetings have already taken
place between interim mayor and Mr. Moon.
So how do local citizens know for sure which
side our interim mayor represents?
Now don't start..laughing and rolling your eyes
...we gotta cut our interim mayor some slack.
At least until the oath of office is administered
and promises are in place.

Since our interim mayor hasn't been sworn in
to the office of mayor until 4/6 thurs. at 7 PM.
Maybe this ceremony will erase all past relation-
ships with high pressure developers?
Hope
springs eternal!
Maybe we could tuck into swear-
ing in oath something about not "selling out" to
home developers? Got any better ideas..lets hear
them on comments or emails?

Less than 10 hours to go until Board of Interim
Mayor and Aldermen meet tomorrow at 7 PM.
Remember in this meeting there is a whole lot
of voting going on. Right in front of you all and
God and country. Yeah even if you don't under-
stand "Robert's Rules of Order" it is a very dead
serious business...so get a grip on self and come
and pay attention. Someone making a motion
and someone else a second can "slip-slide" right
by everyone. Too late to say "what happened?"

Franklin's Mayor appears to have the right idea,
but the bad news is he couldn't resist appointing
Mr. Fred Reynolds, vice president and project
manager for Rock City Construction of Franklin.
Yeah...it is a major let down but just maybe he
can vote independently or maybe not..so sad!

Mr. Moon's Lawsuit orders Nolensville to vote again on York Rd. Rezoning?**









**What part of NO doesn't Mr.Moon NOT
understand. Just because he is a developer
running for re-election as a county commiss-
ioner where is it written that Nolensville has
to be forced to re-vote on a rezoning to make
him happy?
On Feb.2 board voted that ended
in a 2-2 tie. Motion to rezone died and cannot
be brought up again for another vote for one
year or Feb. 2007.

BTW..doesn't being a developer,an attorney
and a county commissioner suggest an awk-
ward working relationship? Record shows
Moon may have very well have resigned from
Planning Board to avoid the appearance of a
conflict of interest.

According to newspaper, Moon is seeking un-
specified damages and costs from the town,
the Board of Mayor and Aldermen and one
specified Alderman, calling their actions....
"unconstitutional."

Lawsuit seems to be focused on an alleged
failure
to disclose a conflict of interest
by alderman Curtsinger. Prior to Feb.2 vote
Moon asked Curtsinger to recuse himself.
Curtsinger checked with town attorney
and they agreed he could go ahead and vote.

A statement by a Bob Parks real estate agent
suggests he had talked with Curtsinger about
his land between Nolensville Road and the
property Moon wants to develop. A former
manager for Centex Homes said his company
wanted to purchase Curtsinger's land. In Feb-
ruary, Centex Homes President Wes Patterson
said the company never had a contract with
Curtsinger.
Town Attorney, Bob Notestine
said city officials will defend themselves.

Here's what just one Nolensville resident
thinks about this situation:

On Moon's lawsuit claiming that Dr. Curtsinger
did not reveal his "conflict of interest". Per the
February, 2006, town council minutes, evidently
Mr Moon did ask Dr. C to recuse himself, he de-
clined stating that he did not feel it was a conflict
of interest, and counsel (I assume our town
attorney) was in agreement. So much for a claim
of non-disclosure.
Obviously, Moon is ticked be-
cause he didn't get his way, but to make it sound
like Dr. C was hiding something is totally bogus.
(BTW - the request was to change ER to SR in an
area where PUDs could not be built due to the
land use policy.
Mr Moon can go ahead and build
ER units on the land, he just can't get it rezoned.
Dr. C, hang in there and thank you for voting the
way your constituents want.

it's the voters you represent, not the developers

and don't be afraid to counter sue or seek restitu-
tion for expenses from developers who try to
